About

My focus for the last 20 years has been driving both the private and public sectors in the UK and beyond and now I believe to be in a position to create better places for all.
Throughout my career, I've traversed various sectors, cultivating a diverse skill set and extensive experience across retail, hospitality, and education, both in the UK and internationally. However, it was in the property and construction industry where I truly made my mark. Commencing as a labourer on modest projects in London, I steadily ascended the ranks, eventually overseeing the financial, commercial and legal aspects of notable endeavours such as Heathrow Terminal 2 & Tottenham Hotspur's Stadium.
Following this trajectory, I embarked on entrepreneurial ventures, culminating in my role as Cofounder at EEDN Ltd., a pioneering firm specialising in project management for technical real estate. Our recent collaboration with industry leaders resulted in the establishment of construction standards for life science real estate, Constructing Science, a testament to our commitment to innovation and excellence in the field.

My academic journey parallels my professional growth, with degrees in Psychology, Quantity Surveying, and a Masters in Construction Law and Dispute Resolution from King’s College, London. Notably, my academic contributions were recognized with accolades such as the esteemed award for Best Dissertation and a high commendation from the Society of Construction Law’s Hudson Prize. Furthermore, my insights have been disseminated through publication in the Construction Law Journal and I have now completed the AI programme at the University of Oxford.
Driven by a passion for both industry advancement and business acumen, I've assumed governance roles in various organisations in UK and abroad, championing philanthropic endeavours with entities such as Heart of the City - a charity led by the Governor of the Bank of England.

In 2022, I was elected to the Court of Common Council, where I became the City’s Policy Lead for SMEs. I launched the Square Mile’s first-ever SME Strategy and led a significant part of the Lord Mayor’s Connect to Prosper programme - both in 2024. My broader roles include serving on the Advisory Committee of the City of London Chamber of Commerce, as a Trustee of St Bartholomew’s Hospital Charitable Fund, and Chair of the UK-Italy Young Leaders’ Alumni - set up by the respective Prime Ministers. I’m also a Governor at Emanuel School and Junior Warden of the Worshipful Company of Constructors.
Paul has championed the needs of the City’s diverse business community with clarity and purpose. He combines real-world experience with a strong grasp of the City’s civic and economic landscape. His role in helping bring the LCCI into the City’s SME Strategy was pivotal, a testament to his ability to connect vision with delivery.

Paul understands the vital role business education plays, particularly for SME businesses, in shaping a competitive, forward-looking City. We warmly welcomed the City Corporation’s first SME Strategy in 2024 where he played a key driving role, whilst serving as a Common Councillor. He also paved the way for the City of London to host the UK government’s Help to Grow: Management Alumni conference inNovember 2024, which connected growing businesses from across the South East with real-world enterprise in the heart of the Square Mile.
Flora Hamilton, CEO, Chartered Association of Business Schools
"Paul is a pleasure to work with, he has demonstrated he has the knowledge and technical aptitude to deliver success in difficult and ambiguous circumstances. I have found Paul to be dependable and I am sure we will work together again in the future. He is highly recommended”
Ciaran O’Reilly, Commercial Director, Johnson Controls

“I have known Paul for a number of years now and seen him grow his skills and reputation within the industry year by year. He is the type of professional that you want to work with as he is not just technically good but also very likeable by both colleagues and clients. I would therefore have no hesitation in recommending him to anyone looking for his service”
Tom Wood, Director of Commercial, SSE Enterprise Contracting

Paul has always been a strong and active supporter of community-based safety initiatives in the City of London. During his time as Policy Lead for SMEs, he worked closely with the Crime Prevention Association to strengthen engagement with the business community and championed our ‘Safer City’ initiative. Paul understands that safety isn’t just a policy, it’s a commitment to people.
Don Randall MBE, Chair of the City of London Crime Prevention Association
"I have known Paul for several years through both our professional collaboration and our shared involvement in industry initiatives. During that time, he has consistently stood out as a leader of strong commercial judgement, integrity, and clear strategic perspective. He combines a deep understanding of business with the ability to translate strategy into execution."
Jay Parmar - CEO, Intellectual Property Regulation Board (IPReg)
“Paul worked tirelessly to get us a successful award against a rogue contractor for our house build. He made a hugely stressful time that much easier and we were delighted with his excellent service”
